Russian Lawmakers Advance Bill to Remove Taliban from Terrorist List

Russian lawmakers took a significant step on Tuesday by passing a bill that would enable courts to remove the Taliban from the country’s official list of terrorist groups. The legislation could pave the way for Moscow to lift its classification of the Taliban as a terrorist organization.

The State Duma, Russia’s lower house of parliament, approved the bill during its second and third readings. If enacted, the law would grant courts the authority to suspend or rescind a group’s terrorist designation under certain conditions.

While the bill has yet to receive approval from the upper house and the signature of President Vladimir Putin, its passage marks a potential shift in Russia’s approach to international relations and legal frameworks surrounding terrorism.

The Taliban, which seized control of Afghanistan in 2021, is officially recognized as a terrorist group under Russian law despite Moscow maintaining diplomatic ties with the group. Observers believe this legislative move could formalize Moscow’s engagement with the Taliban by aligning its legal stance with its diplomatic practices.

Proponents of the bill argue that it provides a mechanism to adapt to changing political realities, while critics caution that such moves could undermine the credibility of Russia’s counterterrorism policies.
